Yes! Disneyland Resort is open from "Happy New Year" all the way through "Happy Holidays" and everything in between! I know some theme parks operate seasonally (such as the one near my own home) but Disneyland Park and Disney California Adventure Park know that there's room for magic in every season.

With a Disney base ticket, you're welcome to leave and re-enter the same theme park as many times as you like during the same day.
anyway, yes, it does happen, or at least, it is attempted, but it is pointless. there would be no reason to stay in the park overnight. the park is full of cms making the park magical for the next day.
Disney Parks do sometimes close early. The early closures are typically the result of a special ticketed event such as Mickey's Not-So-Scary Halloween Party or Mickey's Very Merry Christmas Party.
However, when planning a trip to the Disneyland Resort, expect lower crowds from mid-September through mid-November (before the Thanksgiving break). Mid-January through mid-March is another time when potentially lower crowds are expected.
How long will the Disneyland 100 years last?
We expect the celebration to last until at least January 2024, but that is just a guess. I recommend keeping an eye on the Disney Parks Blog for all official updates about the Disney100 Celebration.
Weekdays are less crowded than weekends, especially Monday-Thursdays. On weekends, Sundays are usually less crowded than Saturdays. Regular weekends tend to be less crowded than holiday weekends.

Yes it is very safe to walk to and from the Disneyland park at night. The street and sidewalks are very well lit and there are always several people out and about coming and going from Disneyland.
